Legal Question in Criminal Law in Minnesota

I had a traffic stop in Wisconsin for hanging dice in 1999.

During the stop they issued three tickets.

One for drug paraphenelia, I do not remember having any paraphenelia but I think someone riding with me may have had something.

One for minor possession of alcohol, I was 19 and someone with me bought some alcohol and they did not have a car So I drove them.

I also had another one they issued for disorderly conduct. They gave me this ticket for having a T-shirt with profanity( I thought it was wrong due to freedom of speech.

This was in 1999, Today in the mail I have a letter from the court clerk.

one for the paraphenelia, one for the disorderly conduct and the last one says Underage alcohol consumption. I never had any alcohol and I don't think they gave me a breathalizer and I know I had no alcohol. So if they did I would have passed.

Is there any way to fight any of this?

Also the name on the tickets are mis-spelled.

I thought the statute of limitations had run out on this.

Can they go over state lines and garnish wages or put levies on me for this?

They have not threatened me with jail but only with fines, If something happened and I were to get pulled over in Wisconsin could I be jailed for something this old?
