I have a friend who has an restraining order on them but it was put out falsely. The judge ruled in the other person's favor and since that he cant spend anytime with his children. what can he do to fight the restraining order?

It sounds as if your friend already fought the restraining order but did not prevail. If that is the case, the only option is an appeal to the Court of Appeals.
