If you think your child is being neglected or endangered, you can report this to the social services agency in the county where your child resides. If it is an emergency and your child's safety is at risk, then call the police.

I am not sure what you mean by "if a mom does not take care of her kid." If you mean the mother endangers the child through abuse or neglect, you should call child protective services in the county where the parent resides. If the issue is an emergency, you may wish to contact police for a welfare check.

If you mean that the mother allows others to care for the child, it is a non-issue unless the child is endangered by that care.
