parental termination

My wife's children were taken from her by the county she lived in before we met. They were abused by her ex so they took them away. The county set guidelines that she had to complete in order for her to get them back. She complied with all of their requiremtns and more, but decided to terminate her rights. What can she do?

Did the county terminate her rights already or are they now seeking to terminate her rights?

If they are seeking to terminate her rights, the county has the burden of proving that the parent is unfit. There is a strong presumption in favor of the biological parent.
