State\County Failure to follow through

If a person plead guilty to non-payment of child suport and gave them the name and address to current employer. Then the county failed to send the paperwork needed to have support taken out of his check. Then around was going to sentence him for failing to pay. Could the State\County be held liable for negligence?

In general, the county is imune from liability unless someone acted outside the course and scope of their duties. Moreover, whether the county was negligent is difficult to determine, since their processes are inherently slow and somewhat inefficient.
