Immigration petition for parents and brother of US citizen

I am a US citizen and would like to petition for a green card for my parents who are in Lithuania. I understand there is no ''waiting'' list for parents of a US citizen. My brother is currently 19 years old - can he receive a green card as well at the same time as my parents (without a separate petition) because he is under 21? I understand that otherwise siblings fall under the last priority category and might be on a waiting list for a green card for up to 12 years.

Please advise. Thank you!
