Can I use the name of an individual ( a private citizen, a politician, a celebrity) and their likeness (2 dimensional drawing or photo that I created or own) in the creation of a board game without obtaining permission from those individuals? The context is a trivia centered game, which will include the likeness and biographical material about historical and pop culture individuals.

No. It would be a commercial appropriation of individuial likeness which wuld require consent and a license for use.
