The garage door at my apartment complex caused damage to my vehicle. Is the property management liable?

Possibly. Your management company may be liable for the damage if they knew the door was in bad condition (if it had failed and caused damage before, it was well past its useful life, or it was clearly falling into disrepair). If, however, this was the first time it failed and there was no reason for your management company to know that it was likely for it to cause any damage, they are probably not liable.
