how far can a doctor go?

My brothers wife, of 16 years, and now divorced, is having an affair with the family chiropractor. The affair started long before my brothers wife asked for this divorce. This chiropractor was a friend to the family, along with the doctors wife. (ironically going through a divorce?) I brought this to the Attorney Generals office in which they turned it over to the board of ethics because of the outstanding proof of this affair. the ethics board claims there wasn't enough proof to warrant an investigation. I, along with many other people, saw the affair going on and were never interviewed. This doctor and, now my ex wife, have continued this relationship and are seen often together. Why wasn't this chiropractor punished? Don't doctors have to take some kind of oath?

I want to see this doctor suffer as I did. He broke up my family and continues to do so with my children, who hate him! Can I still file ethic charges against this doctor even though I'm no longer married to my wife?

Having an affair with a patient is poor judgment on the part of the chiropractor, but it is neither unethical nor illegal even if immoral.
