Homeowner Association Rules

Can the Association tell me that I can not have a dog over 30 pounds in my own home ?

Yes. Generally the Board of Directors for an Association is charged with the power to enact rules on behalf of the Asssociation members. That generally would include the ability to restrict pet ownership.
