off-duty officer issuing ticket

My son did a brake stand in town - unknowingly in front of an officer's house. The officer was off-duty and apparently came out of his house and saw my son. He must have drove around town and found the car and my son back at work. Proceeded to flash his gun to my son and told him he'd be getting a ticket for careless driving. Is it legal for him to do this if he didn't immediately follow him and stop him at the time it happened? He showed up about 10 minutes later. I'm not saying the brake stand was okay, just wondering if the way this was done was legal.

Sounds legal to me based on what you have included in your question. The statute of limitations was three years last I checked; so the officer could have come by three years later.

I'm not sure what you mean by the officer flashing his gun. That could mean a lot of things, including some that would be inappropriate.

A careless driving ticket is a misdemeanor, and your son should have a lawyer for this.
