Common law property rights

My sis's father died about two years ago, left his house to her(in her name). Since than she has not been there, other than to visit my ma who's lived there, paying off the house, upkeeping it, including various fix ups(roof, deck, etc.) Now my sis(who is 21)runs wild, acts like a 16 yr. old with no job, priorities or goals. She and her friends are under investigation by the Anoka cty. Sherriff for taking my ma's checks and forging $170, she herself called the phone company and falsely made them think she was my ma to get extra services on the account, ordered a cell phone on the account. Because of all this, my ma no longer trusts her, will not let her friends stay over, will let her in my ma's room(keeps it locked when she's away). Yet my sis keeps breaking into the room, to take things, has the unwanted friends over. So my ma wants to get the house in her name. My sis agreed to this before when the subject was brought up, saying she can't be get state aid for her and her two kids if it's in her name. But they live with their dad now, she only see's them every other week. I fear she won't easily sign now. As ma is the one who has lived there paying and caring for the house, will any of Minnesota common or other law help her?
