county responsible for medical bills

I was arrested in January for a public drunk, resisting arrest, simple assault, and disorderly conduct. While I was in police custody, I'm pretty sure I was hit over the head with a flashlight because I was beligerant. I now have gotten a medical bill for the stitches i recieved. Doesn't the county have to pay the bills because the injuries i recieved were while i was in their custody?
