Is there a statue of limitation to press contempt charges on a parent conserning withholding visitation of minor to the other parent.

None that I know of, at least not until the child becomes emancipated anyway. However, if a significant amount of time passes, some judges will want to know why you have not been to court to enforce the prior order. Also, every time this comes up, the other parent claims that he/she tried to get the other to exercise their visitation, but they just would not do it. With that in mind, I hope you can prove your case.
