Legal Question in Civil Litigation in Mississippi

In 1997 i was assaulted by an officer of a city in a county facility while handcuffed to a chair.Ihave witnesses incl. officers,since then I found that the officer retired.Do I still have basis to sue the city and county?or has my time run out?I also am schizophrenic and was under arrest for something i couldnt control.Would there be something there to work with?

Most opportunities for lawsuits to recover damages for injuries expire after 2 years. If the incident happened in '97, your opportunity for a lawsuit may have ran out in '99 unless something you didn't mention would have extended the statute of limitations.
