Legal Question in Family Law in Missouri

I am wanting to move out of state with my children. their father hasn't seen them in months and has already moved to a different state himself. what steps do I need to take? I have a potential job offer that will better me and my kids. Their father does not pay child support and like I said rarely sees them or calls them.

Does the father have legal rights as to the children? Was there any Court Order concerning custody? We have a relocation statute that you should comply with if so. Consult wirh an attorney.
