Legal Question in Business Law in Missouri

How can I remove an LLC member who never fulfilled his capital contribution as per the operating agreement? I have fulfilled my contribution requirement and have had to contribute more money for working capital while he has taken a draw. I have not drawn any money from the company and will likely have to invest more. Is the operating agreement even valid if the initial requirements were never met?
