Is reading a newspaper aloud and recording it for free distrubution, say as a podcast, considered illegal?

There are certain programs for the Blind that get special disepensation from the copyright holder to do this. Without a license from the copyright holder, what you suggest, even if distributed for free, would violate the Newspaper's copyright.

If you are intending to benefit a charitable purpose (e.g., for the blind), you can often secure such permission very easily.
