defective diamond purchased in U.S.Virgin Islands

Purchased a $6999 diamond ring in Puerto Rico while on cruise 2/24. Jeweler receipt says clarity SI-2 & their warranty paperwork says ''Solare 129'' facets. Returned home to Missouri & had it appraised 3/20: clarity is actually SI-1 (not as good), 57 facets. The serial # on girdle does not even match the receipt - that is a substantial discrepancy! My jeweler's appraisal says $2950 for center stone, he told me verbally the mounting was an extra ~$1000 max. FAXd dispute paperwork to Cr card co 3/31 & 6/24, but they pd merchant 6/17 in spite of my dispute because I signed merchant sales receipt that reads ''all sales final, no refunds'' - they say because I signed this, they can't help me. I signed it based on believing that the merchandise was what merchant said it was. I sent ring back 3/16 but it was returned to me unopened. Jeweler has horrible reviews from others on internet. Cr card co says I must pay them to keep good credit. I don't want the ring and believe this is a valid claim because merchant was dishonest in many regards. My case is not buyer's remorse - the item is not I was told it was. I, as a tourist, was taken advantage of. I don't want to lose my excellent cr score. How do I pursue this since I was clearly scammed?

You may need to fiel suit in teh virgin Islands. Therefore, you should at least consult with an attorney licensed to practice there.
