Legal Question in Credit and Debt Law in Missouri

Isn't it illegal for a creditor to take money from a student's bank account that consists entirely of student loan and grant money? Wouldn't a letter to the bank to this effect be sufficient in terms of protecting this money? The student is in Missouri and the bank is in Missouri.
