Can social services say there is a no contact order without serving you papers

Your liberty cannot be infringed upon without due process. However, if someone files a request for a restraining order no contact Order, (and claims physical harm or threat), a temporary Order may be granted. It expires, if the person so restricted is not served and granted an opportunity to face th accuser, or contest the issuance of a more permanent Order.
