I am 27 years old male and I live in Missouri. I was wondering what steps I need to take to volentary sign over my parental rights?

That's kind of a legend. You could sign a consent form now that says you consent to the termination of your parental rights, but until it is accepted by a judge and a court officially terminates your parental rights, you are stil the father. The problem you will run into is that a judge is not going to allow you to just terminate your parental rights and legally "bastardize" the child. It is possible, maybe, if the mother of the child marries someone who is willing to adopt the child, then you might be able to do this. Otherwise, you cannot just voluntarily do this.
