Legal Question in Family Law in Missouri

I am ordered to pay child support in Saint Joseph Missouri. The mother of my child was on Tanf. She is no longer receiving state assistance. According to her what I owe the state from when she was receiving assistance is $7. I currently owe her around $2200. She wants to waive the past due child support And set it up to where I can pay her directly cutting out the DCSE. Is that possible? And what would I have to do to get this setup?

I believe that she may contact the division and obtain a form to sign. If you owe the State, they may still be able to collect any past due amount.
