Paternity issue

My fiance was in a relationship 6 years ago and there was a child born. at the time of the birth, the mother coerced him into signing the birth certificate. Now 5 1/2 years later she says she messed around on him during the relationship and has not let him see the child or have pictures of the child. When she was located, she agreed to take a DNA test. 24 hours later she had moved to an unknown address and we are trying to locate her. What can he do about this situation, since the state of Missouri now states he owes over $10,000 in back child support for a child she used to commit Welfare fraud.

No one is legally responsible for supporting a child just because his name is on a birth certificate. In all liklihood there was an administrative determination of paternity by the Missouri Division of Family Services Department of Child Support Enforcement. It may not be too late for paternity to be challenged in a court of law, but you would need to be able to locate the mother and child.
