Legal Question in Family Law in Missouri

I have recently had temp custody of my niece and nephew (by marriage) for 5 years. We live in Missouri. I took them to North Carolina to visit their grandparents and was informed they had a new temp custody letter from their birth mom, who lives in Nevada, that placed the kids with grandparents. The kids are there now.

I want to go to Nevada, try to locate their birth mom, and ask about her letting me have the kids back. Their home is here, they are stable here.

If the birth mom signs custody back over to me, is this a court process, or simply notarized paperwork? Since we are all in different states, what state rules govern?

Is there a Court Order determining custody? You really do not provide enough information.
