Legal Question in Family Law in Missouri

My sister's ex-husband has not paid child support (2 daughters) since 2012, he has supervised visitation rights - which he neglects to exercise - but he has recently stated that he would sign over his rights. My sister's current husband wants to adopt her 2 daughters, but the ex-husband shortly recanted, and is now seeking custody; his criminal record grows with each passing year - theft, possession, child abuse, assault, and the list goes on. My sister has given everything she has to ensure her daughter's safety and wellbeing, all the while pushing even further to make sure the monthly expenses were paid. We have met with several lawyers, but the retainer cost is just too high, and there is not much room, or time, to cutback and save all the nickels and dimes. I know this is a bit wordy, but her ex-husband is violent and cancerous to anyone he is around. Please, does anyone know of a pro bono lawyer that can help?
