Which state to file for modification of visitations

Our divorce was in Missouri, where my ex-wife resided with our two children. I live in Iowa and did at the time of the divorce also. She recently moved to Arkansas (without giving proper notification set in the decree) which was ok as long as she was willing to come to an agreement with me on visitation. She lives too far away for us to keep our original visitation schedule(every other weekend). She was going to let me have them this summer for one month, but recently said she would not let me see them at all. Is she in contempt for this? Also, I would like to get a lawyer, but don't know which state I should file in?

I would suggest that you should consult with the attorney who represented you in the divorce or at least an attorney in that jurisdiction. It would appear that you could file a Motion for Contempt in the Court that issued the original custody Order and have it served upon your ex-wife where she lives now, but consult with an attorney in the divorce court's location to be sure.
