Legal Question in Civil Litigation in Missouri

my neighbor has a tree that was damaged, high wind caused MAJOR FORK ( 2 equal forks type tree) DAMAGE. He jury rigged something to hold 2 forks together. One of the forks faces ( close) to where I park. in fact it's limbs are over my land ( and vehicle). I am afraid it will come down in some storm. He refuses to be concerned.. What are my rights? Thank you
