does the hospital have a right to release private medical records

A hospital or any other health care provider may release medical records only with a signed authorization or a court order. If you believe your privacy has been violated you can contact the department of justice office of civil rights enforcement and make a complaint under HIPAA, the law that protects your medical privacy.
