What actions can I take regarding unethical, offensive documents that my company uses if nothing is done by the HR department in a timely manner?

Your factual description is so vague that it may impossible for anyone to give you a meaningful answer to your question of what actions you can take.
Perhaps if you were clearer as to what type of documents you are referring to. How are they unethical? Who do they injure?
