Beaking a Lease

I lived in a apartment where the people who came sprayed for bugs had a key and they was stealing things and the manager did nothing about it...The second time it happened I pack my stuff and left a note on the managers door telling her I moved becouse i the theft...Then she says i owe $395 for not telling her i was moving...Did i have the right to break the lease becouse they were stealing my things?

You have a right to pursue the bug company, but the landlord can probably prevail if you failed to give adequate notice. If you have a written lease, the lease controls. If you do not have a written lease, you must give 1 month's notice before terminating a month-to-month lease.

If your landlord sues you for failing to give notice, you have a right to bring a "counterclaim" and sue both the landlord and the bug company for "conversion" of your personal goods. If you do not have money to hire a lawyer, contact Legal Aid and they should be able to help you. Your zip code indicates Columbia, and the Legal Aid office in Columbia has some really terrific attorneys who work in this area of the law.
