Can someone legally stay in an apartment if they are not on a lease?

Someone is staying with me, who is not on the lease. They are refusing to pay the bills. Can I legally ask them to be removed?

You may demand, in writing, that they leave. If they do not, you can bring an unlawful detainer action to evict them.
