Legal Question in Personal Injury in Missouri

My husband is in jail and was issued shoes that broke and resulted into him falling down the stairs. He was left at the bottom of the stairs with his head bleeding and in pain for approx. 2 hours. They withheld medical treatment for him because he refused to sign a paper that they wanted him to sign. The video tape shows that this was a bad fall and he was in a lot of pain. What type of lawyer should I contact about this case? Would it be Personal Injury?
