Can the children get the money from his bank account to pay funeral expenses immediatly

yes but you must seek court permission, file letters of admin and they can allow encroachment for burial costs...

Not unless they were on the bank account. They are going to have to go out of pocket and get reimbursed when the estate is administered.

Yes, if the children are adults and are owners of the bank account as joint tenants or are listed as beneficiaries under a "t.o.d." or "p.o.d." clause on the bank account. Otherwise, probably not witout a court order. Why don't you put enough information in your question to allow an attorney to provide a decent response?
