Legal Question in Credit and Debt Law in Moldova

Hi.Please help me..I am from Moldova.I need money for medical cure.In our countree it is legal to ask money for charity for personal use(ussualy people create a page on facebook with they story,they also show they bank account for donations ,and every each donate they show and register on the page on facebook,so people would see it is true real donation fund),but i am shy tto do it in my country,it is very small country ,everybody could know.So.First question is :
is it legal - charity in USA or europe?can i create an official registered charity fund for that?
second :
is there other legal way to collect or raise money for medical cure, without asking others american or european charity funds?i need to manage money myself,so ,can i collect money first in bank account,without getting any cent from it till it is full amount i need ,and after that pay tax from it?And during time of collecting , can i show the bank account operation report,so people could see that i am not a lier?if it is possible,than in wich country should i do that ?and in wich country should i pay tax?

You can get donations in Turope country, USA anad Canada. This is absolutly legal. Donations is not impositing.
