Can two LLC's in two different states have the same name? If so what steps are necessary to make the name exclusive?

It depends on the circumstances. It sounds as though you want to create a trademark. You would want to contact an attorney that specializes in intellectual property. Also, you can find some good books on trademarks at Barnes & Noble or Borders which would help you to learn what needs to be done to accomplish your goals.
