"With prejudice" means that the case has been adjudicated on the merits. Dismissal "with prejudice" means you cannot bring the matter to that or any other court again.

You can, though, appeal the current judge's decision to a higher court if you are still within the timeframe during which a notice of appeal is required (that's usually 20 or 30 days, depending on the court). Call the court clerk of the court that issued the order of dismissal to find out how they handle appellate procedures.
