notarize agrement between two parties

I sold a car to a second party who took procession of the vehicle with the agreement that he would get it registered, insurance and start payments on specific date and to have it refinanced in his name by the end of 2006.

I just found out that he never did this and it is three months behind in payments.

Hopefully, you kept your name on title and had a written contract that will allow you to reposses the car. Otherwise, you will have to sue him for breach of contract and use the money you get to pay off the car loan.
