Definition of a tenant

If someone is allowed to live in a residence due to being homeless with no rental payments and no lease agreement, are they considered a tenant and do you need to go through a lengthy eviction process? This person has already moved out, but refuses to remove their property because they have no place to put it.

You can't evict property, only people. The question is how to remove the property and the answer depends on the type of property and its fair market value. Consult an attorney with that information to determine how to proceed.
