me and a friend are argueing over weither or not its illegal or just unethical to make a collect call and not say your name but just putting a message in there with no intention of having the other end accept charges. im not sure when ill beable to check this site for this again if somone would. send the answer to

Hmm.

Well, if the phone company technology allows this, it's an acceptable loophole. People have been doing it from the beginning, but with phone rates as cheap as they are, why bother.
