if i receive a lump sum payment from my dead father's pension am i responsible for paying his hospital bills with that money

It depends on whether the pension is considered part of his estate. All assets of the estate must be used first to pay all legal debts of the estate prior to distributions among the heirs. You should make an appointment with a probate attorney to evaluate your situation.
