Acknowledgement of paternity

My one-year-old daughter's father lives in the Netherlands. He refuses to acknowledge that he is her father. It is difficult for her to live in Turkey without a surname and she cannot be issued with an identity card until her father admits paternity. I also want him to contribute towards her maintenance.

I am willing for my daughter to undergo a DNA test but her father has refused this.

How can I bring a case against him from Turkey?

I need to know more details so as to answer this question.

I would appeciate it if you inform me in concern with the father's and your citizenships along the other details in relation to your relationship with the father, and the place of birth of the baby.
