Legal Question in Credit and Debt Law in Nevada

I have some outstanding casino markers that have not been paid yet, I am in process of making restitution, but can not paying them be considered check fraud?

Casinos using the District Attorney and the Courts of Nevada can charge, prosecute and order you to jail, probation etc, for check fraud for failure to pay casino markers.
