If a 15 year old girl, who also has a background and felonies for prostitution, lies and says she is 18 to a 25 year old to have sex with him; is it still statutory rape on the 25 year old?

Yes,
Statutory Rape is what is referred to as a strict liability crime. Simply put, if you did it there is no excuse.
