child support

i have an 11 year old son with my ex, we have been seperated over 8 years and both have joint custody. my ex is now married has two child with his wife and another on the way.. every child he has my child support get lowered, in my papers it says 18% of what he earns but i never get it, its lowered by 300 this cant be right? how do i get my full 18%? and secondly i'm moving out of state, my ex has medical insurance but when i move my son wont be covered, so i will have to pay for insurance and again the means my child support get lowered.... why?

Your 18% should stay intact despite the number of other children he has. However, you do need his permission or order of the court to move out of state with his child. You would have to ask the court to make him afford out of state medical insurance.
