Although open lines of communication must be kept between separated parents, is there any way to limit the communication to that concerning the child only in cases of harassment by one parent at all hours of day and night?

Yes. There are many options, from a simple letter to a Behavioral Order to detailed contact protocols to use of "My Family Wizard' or a similar program, or even a third-party protocol (volunteers or a paid Parenting Coordinator) all of which are intended to provide necessary communication while preventing use of those communications for harassment. You should consult with a family law specialist well versed in such matters, pick a solution believed adequate to work in your situation, and take steps to control it.
