Landlord keeping Deposit

My landlord is refusing to return my security deposit. He sent me a letter that stated he was keeping the deposit for a) late fees, b) a new carpet due to cat faeces (I had a professional cleaner come in and clean the carpet and she will testify that there was NOTHING wrong with the carpet!!!). He states that there is a balance due from me for 880.00 which, due to my circumstances, (I have terminal Brain cancer) he will not pursue! He fails to state in his letter how, due to his being out of the country, my daughter and I went without hot water for 10 days, we went without heat for 2 days in winter and how he walked into my apartment without notice. (I was there but very ill in bed at the time and didn't want to answer the door to his incessant knocking). Does this man have the right to keep my deposit?
