If you suspect your HOA violated its own rules or deprived you of due process in imposing a fine on you for some violation, you can take it up with the State of Nevada's Ombudsman for residents of common-interest communities: http://snipurl.com/3o9xm Their office can thoroughly explain your legal rights and help you to resolve issues with the Association. You can call the office with a quick question at: 702.486.4480. Good luck!
