Interest rates chargeable by dealers to retailers

What is the maximum rate of interest that a supplier (wholesaler/dealer) may charge a retailer? For example, can a wholesaler charge an interest rate of 2.5% per month on unpaid accounts? this equates to 30% per year. Can a wholesaler do this if they are not a USA firm and the retailer is?
