failed to appear on charge

what is the penalty for failing to appear in court and a bench warrant being issued in 1980 that just showed up?

with prior dwi.

In New Hampshire, you could be charged as a fugitive from justice. Likely, your local police department will be asked to arrest you and hold you until New Hampshire makes arrangements to come get you. As an alternative, you can arrange a surrender date and show up in court (DO NOT go to the police department... you will get counted as having been apprehended if you do and no credit given). Generally I have been able to contact the court and arrange a sentence without the Defendant having to appear. This would apply to Ohio DUI's only.
